Only Utah, Tennessee, and Indiana maintain legality against female public exposure.

15 states have ambiguous/varying local laws on the subject.

All other states have achieved legality.

Reminder: Police can still arrest you for public disorderliness in most cities. However, you can sue the municipality for wrongful arrest.

Major liberal cities like Austin, Asheville, Portland, Santa Fe, etc even protect against “public nuisance” citations, and the NYC Police Department even issued a warning in 2013 to all officers they may not cite or arrest a woman for lewdness or indecent exposure merely on the count of baring her breasts.
